In 2017 Incubation Operations, Training & Applications (IOTA) was commissioned by the Village of Los Lunas and The City of Rio Communities, and supported by the USDA to conduct a business incubation feasibility study to determine the viability of a business incubator initiative in Valencia County. In which, they concluded: 

• A business incubator with a county wide concentration could be a positive tool for economic development including assisting business start-ups as well as existing small businesses, and be a draw for entrepreneurial networking, collaboration and innovation. 
• The classification of the initial business incubator should be mixed use. 
• The effort should begin small, 15 to 20 initial client entrepreneurs / businesses. 
• By year 2025 grow into a hybrid of mixed use and kitchen incubator assisting 30 to 40 client entrepreneurs / businesses.
